Cost-surface dispatcher
A workload, routed.
tei-fabric reads the Periodic Stack of Computation and dispatches each primitive in a workload to the substrate whose physics performs it at the lowest joule cost. Build a multi-primitive workload below; the dispatcher reports the per-substrate roll-up.
